مقدمه: به دلیل تورم، افزایش بیماریها و انتظارات عمومی، نظام بهداشت و درمان ایران با چالشهای جدی روبرو است. استفاده از تأمین مالی از طریق مشارکت عمومی-خصوصی بهعنوان یک راهکار اهمیت بسیار بالایی دارد. این تحقیق با هدف آیندهپژوهی مشارکت عمومی-خصوصی در زنجیره تأمین بهداشت و درمان ایران انجام شد
روشها: این تحقیق در 4 مرحله به پوشش این خلأ تحقیقاتی پرداخت. حجم نمونه در مرحله اول برابر با 15 نفر و در سایر مراحل12 نفر بود. ابزار گرداوری دادهها در مرحله اول مصاحبه نیمه ساختار یافته، در مرحله دوم و چهارم پرسشنامه محقق ساخته و در مرحله سوم جلسه مدیریت تعاملی بود. به منظور تحلیل یافتهها در مرحله اول از تحلیل مضمون، در مرحله دوم از نرمافزار میک مک، در مرحله سوم از جلسات مدیریت تعاملی برای گردآوری دادهها (به علت اینکه این مرحله صرفاً حالات پیشرانها مشخص میشود و تحلیل داده انجام نمیشود) و در مرحله چهارم از نرمافزار سناریوویزارد برای تحلیل دادهها و سناریونگاری استفاده شد.
یافتهها: از بین 21 پیشران شناسایی شده، 13 پیشران اصلی شناخته شدند که 7 سناریوی سازگار را تشکیل دادند. از بین سناریوها، سناریو «سرمایهگذاری رؤیایی» با توجه به اینکه اکثر پیشرانهای آن در وضعیت مطلوب هستند، سناریوی مطلوب است.
نتیجهگیری: با توجه به یافتهها، فضای امن سرمایهگذاری، ثبات نرخ ارز و کاهش بروکراسی اداری لازمه حضور بخش خصوصی است. در نهایت کاهش قیمتگذاری دستوری و اعطای یارانه درمان به مردم میتواند منجر به ایجاد فضای رقابتی، بهبود کیفیت درمان و افزایش مشارکت عمومی-خصوصی شود.
