Results of Delphi technique showed that in the first step, 17 items were approved out of 20 items. In the second step, two items were omitted and the thematic pattern with 15 items were accepted [P<0.05]. The final pattern of the study was validated in four dimensions including Structure, Education, Institutionalization, and Evaluation.
