Human societies are increasingly and rapidly developing. These changes and revolutions influence human attitudes, world views, values and expectations along with changes in higher education. Universities as one of the most thoughtful institutes are responsible for fulfilling national development objectives. So, as their mission they ought to activate their member organs in accordance with development plans. Dedicating large amounts of funding for higher education necessitates increasing efficiency of specialists on one hand and seeking a basic evolution in the structure and activities of higher education system, on the other. University leadership is responsible for such evolution and monitoring its efficient development. Therefore, it is unavoidable to firstly benefit from a dynamic leadership in the higher education system. Thus, author intends to state the available relationships between university activities and national development objectives. Besides, author will investigate the necessity of doing fundamental evolutions and changes in higher education plans of the country and will emphasize revolutionizing university leadership as the key element.
