The present descriptive-comparative study intends to improve the emergency system in the country. This study is significant because the study of mortality and disabilities in different societies displays that the most major causes of them are related to the diseases that are in the need of emergency medical cares and a dynamic emergency system can play an influencing role in improving the health conditions of people. Iran is considered as one of the countries possessing novel emergency system however this system has not been able, for different reasons, to completely cover the society in recent years. Thus, it is now encountered with various problems and deficiencies and so some fundamental evolutions in medical emergency system are needed. Hence, in order to take the advantage of experiences of countries that were leading in this area, the researcher has conducted a comparative study of main building blocks of emergency system in countries of Germany, France, United States of America, Australia and Iran. The study resulted in designing an appropriate plan suitable for specific conditions dominant in Iran. These building blocks included organizing whole emergency system and main members of it that were: human forces, training the human forces, transportation system, communication system, and training the public. It was asked from academic members, experts, specialists and authorities of emergency system to express their opinions on the plan. After analysis required, the final plan was proposed.
