fa مقایسه کارایی هزینه‌های بخش سلامت در ایران و کشورهای منتخب با استفاده از روش تحلیل فراگیر داده‌ها طی سال‌های 1377 تا 1387 پژوهشي Research <p style="DIRECTION: rtl"> <strong> مقدمه: </strong>افزایش کارایی نظام سلامت یکی از مواردی است که اکثر سیاستگذاران بخش سلامت به عنوان یکی از موارد اصلاح نظام سلامت بر آن تأکید دارند. این مطالعه با هدف مقایسه کارایی هزینه‌‌های بخش سلامت در ایران و کشور‌های منتخب با استفاده از روش تحلیل فراگیر داده‌‌ها طی سال‌‌های 1377 تا 1387 انجام شد. </p><p align="justify" style="DIRECTION: rtl"> <strong> روش کار: </strong>این پژوهش از نوع مطالعات توصیفی - کاربردی است. در این پژوهش برای تعیین کارایی بخش سلامت کشور ایران و سایر کشور‌های منتخب که مجموعاً شامل 40 کشور می‌باشند از روش تحلیل فراگیر داده‌‌ها ( DEA ) استفاده شد. </p><p style="DIRECTION: rtl"> <strong> یافته‌‌ها: </strong>بخش سلامت ایران طی دوره 1377 تا 1378 به طور متوسط دارای کارایی فنی برابر 2.77 درصد بوده است. ایران در بین تمام کشور‌های مورد بررسی رتبه شانزدهم را از نظر کارایی بخش سلامت کسب نموده است. <strong></strong></p><p style="DIRECTION: rtl"> <strong> بحث: </strong>کارایی فنی هزینه‌‌های بخش سلامت ایران تقریباً هفتاد درصد مقدار ایده‌آل است. از آنجا که افزایش هزینه‌های بخش سلامت به تنهایی نمی‌تواند منجر به بهبود شاخص‌های بهداشتی شود، لذا سیاست گذاران بخش سلامت همواره باید با سیاست گذاری‌های مناسب و اجرای این سیاست‌ها کارایی این هزینه‌ها را افزایش دهند. توسعه بیمه‌های همگانی، ارتقاء و بهبود سبک زندگی، اصلاحات سازمانی و توجه بیشتر به اقدامات پیشگیرانه از جمله مواردی هستند که موجب افزایش کارایی این هزینه‌ها می‌شوند. </p><p></p> <p><strong></strong></p><p> <strong> </strong></p><p> <strong> Introduction </strong>: Maintaining and providing the health care are of the proprieties of each health system. Therefore, those involved in health sector should always do their best to provide high quality services. Increasing the efficiency of health system is one of the issues emphasized by the policy-makers. This study was aimed to compare between Iran and the Selected Countries on the Efficiency of expenses in Health Sector by Data Envelopment Analysis (1998 -2008).<strong></strong> </p><p> <strong> Methods: </strong>In this applied descriptive study, the Data Envelopment Analysis (DEA) Method was used to determine the efficiency of Iranian health sector and the other selected countries (N: 40). </p><p> <strong> Results: </strong>The findings revealed that the health sector in Iran had a technical efficiency of 77.2% during the period of 1998-2008. Iran held the 16^th rank among all countries under study. </p><p> <strong> Discussion: </strong>The technical efficiency of the health sector in Iran is about 70% of the optimal level. As the mere increase in the expenses of the health sector cannot lead to improvement of health indices, health policy-makers should increase the efficiency of these expenses by means of appropriate policy making and implementation of these policies.
