fa کاربرد نظریه بازی ‌ها در سیاست‌گذاری بیمه سلامت: مرور سیستماتیک و توصیه های سیاستی Application of Game Theory in Health Insurance Policy Making: A Systematic Review and Policy Recommendations اقتصاد سلامت Health Economics مروری Review <div style="text-align: justify;">مقدمه: نظریه بازی‌ها چارچوبی تحلیلی و کارآمد برای تصمیم‌گیری‌های راهبردی در بازار بیمه سلامت فراهم می‌کند و تعاملات میان بازیگران را مدل‌سازی می نماید. هدف این مطالعه مرور سیستماتیک مطالعات انجام‌شده در زمینه کاربرد نظریه بازی‌ها در سیاست‌گذاری بیمه سلامت با رویکرد تحلیل رفتار استراتژیک است. اهمیت این چارچوب در طراحی سیاست های بیمه‌ای ، کاهش انتخاب معکوس و مدیریت خطر اخلاقی و ارتقای کارایی و عدالت در نظام سلامت مشهود است. روش کار: این مطالعه با استفاده از چارچوبPRISMA  و استخراج داده‌ ها از 138143 مقاله فارسی و انگلیسی بین سال‌های ۲۰۱۱ تا 2025 در پایگاه داده های علمی  Scopus، ScienceDirect، Web of Science، PubMed و IEEE انجام شد. داده‌ها با استفاده از چک‌لیست ارزیابی کیفیت JBI استخراج و بررسی شدند. سپس با بهره‌گیری از روش تحلیل تطبیقی، یافته‌ها بر اساس شباهت‌ها و تفاوت‌های مفهومی مقایسه شدند تا الگوهای مشترک و تفاوت‌های کلیدی میان مطالعات شناسایی شود. یافته‌ها: 24 مطالعه وارد تحلیل شدند و نشان دادند که سیاست‌گذاری مبتنی بر تعاملات راهبردی میان بازیگران بیمه می‌تواند به افزایش کارایی،کاهش خطر اخلاقی و انتخاب معکوس، دسترسی و رضایت بیمه ‌شدگان منجر شود. طراحی قراردادها و سازوکارهای تشویقی و تنبیهی نیز به بهبود رفتار و کاهش تضاد منافع کمک می‌کند. نتیجه‌گیری: ادغام رویکردهای نظریه بازی با داده‌های واقعی و مدل‌سازی رفتار بازیگران، ابزار مؤثری برای سیاست‌گذاران بیمه سلامت است تا منابع بیمه‌ای بهینه تخصیص یابند، عدالت اجتماعی تقویت شود و بهره‌وری نظام سلامت بهبود یابد. این رویکرد می‌تواند راهنمای سیاست‌گذاری کارآمد، عادلانه و پایدار در بیمه سلامت ایران باشد.</div> <div style="text-align: justify;">Introduction: Game theory provides an analytical and effective framework for strategic decision-making in the health insurance market and can model the interactions among the actors in this market. The aim of this study is to conduct a systematic review of studies conducted on the application of game theory in health insurance policy-making, with a strategic behavior analysis approach. The importance of this framework is evident in designing insurance policies, reducing adverse selection, managing moral hazard, and enhancing efficiency and equity in the health system. Method: This study followed the PRISMA framework and reviewed 138143 Persian and English articles published between 2011 and 2025 across major scientific databases, including Scopus, ScienceDirect, Web of Science, PubMed, and IEEE. Data were evaluated using the JBI quality appraisal checklist. A comparative analytical approach was then employed to synthesize the findings and identify shared patterns and key conceptual differences among the studies. Results: Twenty-four studies were included in the analysis, indicating that policymaking grounded in the strategic interactions among insurance actors can enhance efficiency,reduce moral hazard and adverse selection, improve accessibility, and increase beneficiary satisfaction. The design of contracts and incentive–penalty mechanisms further contributes to improving behavioral alignment and reducing conflicts of interest. Conclusion: Integrating game theory approaches with real data and modeling actors’ behavior provides an effective tool for health insurance policymakers to allocate resources optimally, strengthen social equity, and improve health system productivity.
