fa ارزیابی سیاست‌های حمایتی دولت از صنایع دارویی در شرایط تحریم و همه‌گیری کووید-19 Evaluation of the government's support policies for the pharmaceutical industry in the midst of sanctions and the covid-19 pandemic سیاست گذاری Health Policy پژوهشي Research مقدمه: در شرایط کنونی که تحریم‌های زیادی بر کشور تحمیل‌شده و از سوی دیگر با ظهور کووید-19، تأمین دارو برای نظام سلامت کشور از اهمیت بیشتری برخوردار است. با توجه به شرایط سیاسی و اقتصادی، توسعه و برنامه‌ریزی دقیق و صحیح دولت جهت حمایت از صنایع دارویی در اولویت قرار دارد. لذا، این پژوهش به شناسایی سیاست‌های حمایتی دولت و تعیین میزان تأثیرگذاری و رتبه‌بندی آن‌ها‌ از صنایع دارویی در شرایط تحریم‌ها و همه‌گیری کووید-19 پرداخته است. روش ها: پژوهش حاضر از نوع کاربردی با روش توصیفی-تحلیلی انجام شد. ابزار گردآوری داده پرسشنامه و راهنمای مصاحبه با خبرگان بود. تعداد خبرگان شرکت‌کننده در این پژوهش 10 نفر از مدیران بخش‌های مختلف شرکت‌های دانش‌بنیان دارویی بود که با استفاده از روش نمونه‌گیری غیر تصادفی در دسترس انتخاب شدند. روابط علی و معلولی متغیرهای مدل با استفاده از روش دیمتل فازی شناسایی شدند. در انتها میزان اهمیت هریک از حمایت‌ها با روش تحلیل شبکه‌ای فازی و نرم‌افزار سوپر دسیژن تعیین شد. یافته ها: سه دسته سیاست‌های حمایتی و هشت حمایت مرتبط با نقش مؤثر دولت در توسعه صنایع دارویی کشور شناسایی شد. گروه حمایت معافیت‌ها به‌عنوان مهم‌ترین سیاست‌های حمایتی شناخته شد که شامل معافیت گمرکی، در نظر گرفتن معافیت‌های مالیاتی لازم برای شرکت‌های دارویی و معافیت یا تعویق انداختن وام‌های قبلی بود. نتیجه‌گیری: امنیت صنایع دارویی از اهداف اصلی سیاست‌های توسعه‌ای است و قطع وابستگی با سایر کشورها و خودکفایی در این صنعت به سیاست‌های حمایتی از سوی دولت نیاز دارد که نتایج مطالعه حاضر می‌تواند در اولویت‌بندی این سیاست‌ها در شرایط تحریم‌و همه‌گیری کووید-19 کمک ‌نماید. Introduction: The pharmaceutical industry is one of the most critical industries in the country, and solving its problems is of great importance. In the current situation, on the one hand, many sanctions have been imposed on the country. On the other hand, with the outbreak of Covid-19, the importance of medicine for the country's health system has received more attention. Therefore, given the political and economic conditions, the development and accurate planning of the government to support the pharmaceutical industry must be given priority. Thus, this study examines and explains the role of the government and its support for the pharmaceutical industry during the Covid-19 pandemic by identifying policies to determine their effectiveness and rank. Methods: In the present applied-descriptive research, a questionnaire and interviews with experts were used. The number of experts participating in this study was ten; they were managers of different departments of pharmaceutical knowledge-based companies who were selected using purposive, non-random sampling method. Causal relationships and the effect of model variables were identified using the fuzzy DMATEL technique. Finally, the importance of each support was determined using the fuzzy ANP method and Super Decisions software. Results: Three categories of support policies and eight supports related to the influential role of the government in the development of the country's pharmaceutical industry were identified. As a result, exemptions were recognized as the most influential support policies, including customs exemption protections, tax exemptions for pharmaceutical companies, and exemptions or deferral of previous loans.
