The Journal of Health Administration employs a double-blind peer review process, where both the authors' and reviewers' identities are kept confidential. All submitted articles are first initially checked by journal staff according to the above-mentioned requirements.
Then, editor-in-chief and the associate editors assess the relevance of the article to the journal, the quality of the research methodology, the innovation, significance and applicability of the findings, and ethical considerations. If the article is deemed appropriate, it will be sent for review by at least two experts in the specialized field. If not, the article will be rejected. If necessary, the manuscript may also be reviewed by an expert in statistics (Epidemiology) or ethics.
After receiving the reviewers' feedback, the manuscript and their comments will be reviewed by the associate editors. If the manuscripts are deemed satisfactory, it will be returned to the authors for further revisions. If the reviewers are against the manuscript, it will be rejected at this stage.
The final decision is made by the editor-in-chief, and the editor-in-chief's decision is final. If a manuscript is rejected but deemed suitable for resubmission after substantial revisions, the authors may be asked to resubmit the article with significant improvement. In this case, the article will be treated as a new submission.
Regarding letters to the editor, these are initially reviewed by the editor-in-chief. If deemed appropriate, they will be forwarded to the associate editor. If necessary, these letters may also undergo the peer review process.
After the manuscript is approved by the associate editor, it will be reviewed by the editor-in-chief and the manuscript will be conditionally accepted. It means that the manuscript is scientifically accepted by reviewers and editors but needs other revisions such language and citation revisions.
If necessary, the editor-in-chief will invite language editors, and citation experts to assist with revising the manuscript. Authors are required to cooperate during this stage to finalize the manuscript. The final acceptance letter will be issued once these steps are completed. No changes will be made to the authors or their order at this stage. Once the article is prepared, the proof version will be sent to the corresponding author for final approval. Only minor editorial corrections will be allowed at this stage.
